Memorandum of Understanding between IMO, Egypt Government and AAST (IMOMOU)
The Government of Egypt, represented by the Ministry of Transport, the International Maritime Organization, and the Arab Academy for Science and Technology and Maritime Transport, Recognizing that the promotion of Technical Co-operation among Developing Countries has been an important theme in the development of co-operation ever since it was given special status in 1978 by the General Assembly of the United Nations, Desiring to promote such co-operation mainly in the field of maritime training within the framework of the IMO's Integrated Technical Co-operation Programme (ITCP) to assist developing countries in their Endeavour's to develop their own human resources and enhance their capacity to comply with international rules and standards. Being aware that such assistance requires appropriate equipment and facilities which are essential for high level training of personnel in need of acquiring the necessary skills and expertise. The Government of Egypt, IMO and the Academy Have reached the an understanding that was signed in Egypt on 30th October 2001 and renewed on 1st October 2003. MOU Achievements & RenewalIn the context of the great success of the Memorandum of Understanding between the Imo, Egypt and the Academy, a success embodied ten conferences as well as a local and regional workshops during the years 2003/2005, In which 223 representatives of the Arab, Asian and African countries participated the Academy and IMO were keen in promoting this success. The MOU was renewed for further period of two years starting 26th July 2005. AASTMT INITIATIONSWeb Site EstablishmentThe Academy has established a site affiliated to its own site on the Internet to serve the MOU. This site contains information on the activities performed, including conferences, workshops, training sessions, in addition to the projects planned and expected to be carried out in accordance with the IMO, aiming at attaining the best results through the co-operation program already in effect. Mou OfficeA Focal Point Office for the MOU has established at the Academy, and also presented on the same site of the Internet to serve developing countries in the Arab and African region, With the purpose of answering any inquiries or receiving any suggestions concerning the technical co-operation support needed and/ or any other aid required in accordance with the MOU, Thus, the scope of the MOU us extending to ensure the presence of the INMO in the region through the services rendered by the Academy. Arabic Publications IMO Conventions, Resolutions & CircularsFor awareness of the Maritime Transport Sector in the Arab Countries of the IMO Conventions and decisions taken during the meetings, printed publications in Arabic Language have published to include the follow up summary related to the conventions related to Marine Safety and security, Pollution Prevention, liability and Fund conventions and all other conventions, Brief summery of Assembly resolutions, MSC resolutions, MSC Circulars and other Circulars related to all ships and additional requirements concerning specialized ships a translation to the circular on Documents Required to be Carried Onboard also included. Quarterly MOU circular For assisting the maritime Administrations in Arab Region to implement IMO Instruments, the IMO/MOU office issuing and distributing a circular every 3 months, in Arabic Languages, includes explanation for two IMO's Conventions or Protocols. The Academy excellent record in providing Maritime education & Training which continued in the implementation of the IMO MOU related in its renewal and expanding in activities and responsibilities can reflect how much these efforts can be improved and changed easily to be presence for IMO for the Arab speaking countries.
