THE CONCEPT OF STATE CONTROL ON SHIPS and ITS IMPLEMENTATION
Marine casualties have been always the prominent problem in maritime history Therefore IMO has developed several international conventions and instruments to reduce loss of lives, shipping losses, and environmental damage that are often associated with maritime casualties. These international conventions led to the development of several measures to avoid the circumstances which lead to accidents. Some are adopted at sea to improve the situation and some are established ashore, to increase the safety of navigation while some are applied on board ships to ensure the operational efficiency, but casualties continue to occur with alarming regularity. Additional measure is deemed necessary to ensure the correct implementation of the international conventions and treaties by putting the ships under some control. Then, the contribution that ports, as nodes in the transport chain, can-make towards the promotion of maritime safety and environment protection to complete the safety system has been recognized. Control of ships actually includes two aspects flag State Control (FSC) & Port State Control (PSC). IMO has set out the guidelines for implementing the suitable procedures for both by the administrations to eliminate the sub-standard ships.
