In the last three decades marine accidents triggered the maritime community to apply and develop the international regulations for safety and environmental protection. Consequently, "Port State Control" regulations were introduced as a new mechanism to enforce the implementation of such regulations. The main targets for Port State Control are to exclude the sub-standard vessels from seaborne fleet, ensure," vessels safety and reliability in clean seas". This paper highlights the legeslative frame work of the flag state authority and the various aspects of port state control and their application.
