ROLE OF PORT STATE CONTROL TO ENHANCE THE MARITIME SAFETY STANDARDS
In the last three decades marine accidents triggered the maritime community to apply and develop the international regulations for safety and environmental protection. Consequently, (PSC) regulations were introduced as a new mechanism to enforce the implementation of such regulations. The main targets for port state control are to exclude the sub-standard vessels from seaborne fleet, ensure vessels safety and reliability in clean seas. This resarsh paper highlights the PSC legal frame-work, according to international maritime conventions, and the various aspects of PSC and their application, with a view to extracting indicators which could serve as aids in developing a uniform Port State Control system.
