The paper reviews the importance of starting the implementation of the Torremolinos International Convention for The Safety of Fishing Vessels, 1977 and the STCW-F Convention. It stresses the need to expedite the process of issuance of the Unified Code of fishing vessels less than 24 meters in order to increase the safety of maritime navigation and to preserve the marine environment off the Egyptian coasts. The paper aims to emphasize the significance of installing a Vessel Monitoring System (VMS) for fishing vessels of 12 meters and larger within and outside of regional water. The paper highlights the search and rescue trial exercise conducted by the Cyprus JSAR, May 2015 with the aim of reviewing the latest techniques applied to monitor these vessels. The outcomes will be used to submit a proposal to the Egyptian Authority for Maritime Safety for the monitoring of fishing vessels in Egypt. Proposed is a system combining VMS, new technology radar and CCTV monitoring cameras in order to increase the level of safety for fishing vessels while preventing illegal immigration and aiding with counter-terrorism.
