Welcome to Maritime Examination Center

Based on the importance of the whole examination process, the Academy since its inception in 1972- has worked hard towards improving examination regulations in collaboration with maritime education institutes and specialized reputable consultants in order to keep up with the technological advances in the profession. UNDP Project EGY/79/016/19 stipulated the establishment of an Examination center responsible for conducting Proficiency Certificates for sea personnel. The project authorized the Examination center – which represents the Ministry of Maritime Transport in Egypt- to act on its behalf in the implementation of the STCW 1978 and its amendments. Within this context, an independent Center for examinations was established in 1979 emphasizing the following concepts:

  • Setting the required controls to maintain achieving the standards and norms determined by the IMO for various marine certificates.
  • Commitment to conducting examinations in compliance with the laws and regulations stipulated by the government of Arab Republic of Egypt which issues marine competency and proficiency certificates.
  • Within the context of the ongoing development for the purpose of modernizing the techniques of the examinations held in the Arab Academy for Science, Technology and Maritime Transport, and to conform with the 2010 Manila amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW-78) approved and fully observed by the Arab Republic of Egypt, the Maritime Transport Examination Centre has set an integrated development plan based on the basic maritime education and training objective prescribed in the said amended Convention, namely, concentrating on acquisition of technical skills and developing the capability of performing practical tasks, in addition to enhancing academic aspects.

    GMDSS Examination Center GMDSS-GOC

Coordination was initiated with the Ministry of Transport and the Ministry of Telecommunications and Information to approve the curricula of the International Maritime Organization (IMO model course 1.25) to obtain the GMDSS Certificate, in order to solve a major problem for deck officers who used to travel abroad to obtain this certificate. In 2002, the Academy in coordination with the Ministry of Transport did succeed in having the regulating ministerial decree issued by the Ministry of Telecommunications and Information.

As a result, GMDSS-GOC Licenses Examinations are conducting in the AAST&MT using real equipments for applying the requirements of the GMDSS at the Arab and international levels for deck officers and masters in conjunction with and under the supervision of the National Telecommunications Regulatory Authority (NTRA) according to the ministerial decrees (No.186/2002 & 259/2003) issued by the Ministry of Telecommunications and Information in order to meet the international dispositions, regulations and conventions of the ITU, IMO and STCW convention as amended.

According to the Egyptian Telecom regulation law No. 10 for year 2003 and the complementary ministerial decrees No. 259 for year 2003, the International Conventions and agreements, and the regulations and Resolutions of the ITU & IMO the GOC License has been issued in accordance with STCW-95 (Table A-IV) as amended and the holder of this license has passed the examinations for the general operator Certificate “GOC” and approved by the National telecommunications regulatory Authority (NTRA).

As a result, GMDSS-GOC Licenses Examinations are conducting in the AAST&MT using real equipment’s for applying the requirements of the GMDSS at the Arab and international levels for deck officers and masters in conjunction with and under the supervision of the National Telecommunications regulatory Authority (NTRA) according to the ministerial decrees (No. 186/2002 & 259/2003) issued by the Ministry of Telecommunications and Information in order to meet the international dispositions, regulations and conventions of the ITU, IMO and STCW convention as amended.
