Admission Engineering Upgrading Studies

Chief Engineer Certificate Of Competency:

Candidates applying to sit for Chief engineer certificate of competency examination shall meet the following requirements according to ministerial decree 221/2013:

  • Be holding 2nd engineer certificate of competency.
  • Meet the medical fitness requirements for the certificate.
  • Have an approved seagoing service of not less than 18 months as an officer in charge of an engineering watch on ships powered by main propulsion machinery of 750 kW or more on ocean going voyages after the date of holding the 2nd engineer certificate of competency. The required seagoing service shall be associated with the operation of diesel, steam and gas turbine engines.
  • Have completed the required upgrading training course in the recognized maritime institution.
  • Have completed the required mandatory training courses in the recognized maritime institution in accordance to article 22 of the ministerial decree 221/2013.

In case of completing the seagoing service on ships powered by main propulsion machinery of less than 3000 kW, limited propulsion power certificate of competency will be issued after meeting the other requirements for certification.

The limitation will only be removed after fulfilling seagoing service requirements of ships powered by main propulsion machinery of 3000 kW or more and passing an oral exam.

Second Engineer Part (B) Certificate Of Competency:

Candidates applying to sit for 2nd  engineer certificate of competency examination shall meet the following requirements according to ministerial decree 221/2013:

  • Be holding 3rd engineer certificate of competency.
  • Meet the medical fitness requirements for the certificate.
  • Have an approved seagoing service of not less than 18 months as an officer in charge of an engineering watch on ships powered by main propulsion machinery of 750 kW or more on ocean going voyages after the date of holding the 3rd engineer certificate of competency. The required seagoing service shall be associated with the operation of diesel, steam and gas turbine engines.
  • Have completed the required upgrading training course in the recognized maritime institution.
  • Have completed the required mandatory training courses in the recognized maritime institution in accordance to article 22 of the ministerial decree 221/2013.

In case of completing the seagoing service on ships powered by main propulsion machinery of less than 3000 kW, limited propulsion power certificate of competency will be issued after meeting the other requirements for certification.

The limitation will only be removed after fulfilling seagoing service requirements of ships powered by main propulsion machinery of 3000 kW or more and passing an oral exam.

Third Engineer Part (B) Certificate Of Competency:

Candidates applying to sit for 3rd engineer certificate of competency examination shall meet the following requirements according to ministerial decree 221/2013:

  • Be not less than 18 years of age.
  • Have completed a secondary school “scientific department”, or an industrial secondary school in an appropriate specialization or any equivalent foreign education.
  • Meet the medical fitness requirements for the certificate.
  • Have completed the required mandatory training courses in the recognized maritime institution.
  • Shall fulfill the requirements of one of the following streams:

1st stream:

Have completed an engineering study program of at least 4 years in the recognized maritime institution which includes workshop skills training and approved seagoing service not less than 12 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages, which meets the requirements of STCW Code and is documented in an approved training record book. During the required seagoing service, have performed, engine-room watchkeeping duties under the supervision of the chief engineer officer or a qualified engineer officer for a period of not less than six months. The engineering study program shall include the required upgrading training course and workshop skills training for not less than least 6 months (500 hours) in the recognized maritime institution and shall be documented in documentary evidence.

2nd stream:

Holding a bachelor degree in engineering in appropriate specialization and approved seagoing service of not less than 12 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages, which includes workshop skills training for at least 6 months, and have completed the required upgrading training course in the recognized maritime institution and shall be documented in documentary evidence.

3rd stream:

Have completed an engineering study program of at least 3 years in the recognized maritime institution, which includes workshop skills training and approved seagoing service of not less than 12 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages.

During the required seagoing service, have performed, engine-room watchkeeping duties under the supervision of the chief engineer officer or a qualified engineer officer for a period of not less than six months. The engineering study program shall include the required upgrading training course and workshop skills training for not less than least 6 months (500 hours) in the recognized maritime institution, and have completed the required upgrading training course in the recognized maritime institution and shall be documented in documentary evidence.

4th stream:

have an approved seagoing service of not less than 36 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages, contains not less than  30 months of approved seagoing service and an approved workshop skills training as a part of a training program in the recognized maritime institution under the supervision of the chief engineer officer or a qualified engineer officer for not less than 6 months, and have completed the required upgrading training course in the recognized maritime institution and shall be documented in documentary evidence. During the required seagoing service, have performed, engine-room watchkeeping duties under the supervision of the chief engineer officer or a qualified engineer Officer and shall be documented in an approved training record book.

 Electro-Technical Officer (Eto) Part (B) Certificate Of Competency:

Requirements for Certification of Electro-Technical Officer (ETO) on ships powered by main propulsion machinery of 750 kW propulsion power or more on ocean going voyages:

  • Be not less than 18 years of age.
  • Have completed a secondary school “scientific department”, or an industrial secondary school in an appropriate specialization or any equivalent foreign education.
  • Meet the medical fitness requirements for the certificate.
  • Have completed the required mandatory training courses in the recognized maritime institution.
  • Shall fulfill the requirements of one of the following streams:

1st stream:

Have completed an engineering study programme of at least 4 years in the recognized maritime institution which includes workshop skills training and approved seagoing service not less than 12 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages, which meets the requirements of STCW Code and is documented in an approved training record book. The training and experience required shall be associated with the operation and maintenance of electric, electronic and control systems and involve the performance of duties carried out under the direct supervision of the chief engineer officer or a qualified engineer officer. The engineering study programme shall include the required upgrading training course and workshop skills training for not less than least 6 months (500 hours) in the recognized maritime institution and shall be documented in documentary evidence.

2nd stream:

Holding a bachelor degree in engineering in appropriate specialization and approved seagoing service of not less than 12 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages, which includes workshop skills training for at least 6 months, and have completed the required upgrading training course in the recognized maritime institution and shall be documented in documentary evidence.

3rd stream:

Have completed an engineering study programme of at least 3 years in the recognized maritime institution, which includes workshop skills training and approved seagoing service of not less.

than 12 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages. 4th stream:

Have an approved seagoing service of not less than 36 months on ships powered by main propulsion machinery of 750kW or more on ocean going voyages in a capacity of electro- technical rating. The seagoing service shall contain not less than 30 months of approved seagoing service and workshop skills training for not less than least 6 months (500 hours), and have completed the required upgrading training course in the recognized maritime institution and shall be documented in documentary evidence.
